Driving Urban Transitions (DUT 2024)
Unlocking Adolescents’ Urban Accessibility and Sustainable Mobility Transitioning to Adulthood

HANGOUT is a three-year European research and innovation project funded under the Driving Urban Transitions Partnership (DUT 2024), co-funded by Horizon Europe. The project, coordinated by IST-ID (Portugal), runs from January 2026 to December 2028 and involves partners from Denmark, Portugal, Spain, Norway, the Netherlands, and Brazil.

The project addresses the lack of focus on adolescents (14–18 years old) in urban mobility planning. Current frameworks such as the 15-minute city often overlook this age group, whose specific mobility patterns, independence, and safety concerns differ from those of adults or children. HANGOUT aims to make urban systems more inclusive by studying behavioural, spatial, and institutional barriers and by integrating youth perspectives into sustainable transport and planning.

Approach and outcomes

HANGOUT combines research, data collection, and co-creation in four European cities, including Holbæk, to better understand adolescent mobility and translate insights into practical tools for cities. The project will produce new participatory methods, spatial analyses, and policy recommendations, culminating in an open-access digital HANGOUT Atlas and a Policy Toolkit for adolescent-inclusive planning.

The results will strengthen municipalities’ capacity to integrate youth perspectives, support sustainable mobility behaviour from an early age, and advance the broader goals of climate-neutral and just urban transitions in Europe.

The consortium

HANGOUT combines research, innovation, and co-creation across four European cities: Lisbon (Portugal), Holbæk (Denmark), Cornellà (Spain), and Asker (Norway). The participating partners are Câmara Municipal de Lisboa, Danmarks Tekniske Universitet, Holbæk Kommune, OsloMet – storbyuniversitetet, Technische Universiteit Delft, Universitat Autònoma de Barcelona, and Escola Politécnica da Universidade de São Paulo – Poli/USP.

1st Mile’s work with Holbæk Municipality

1st Mile has a long-standing collaboration with Holbæk Municipality. Over the last 2 years, 1st Mile has supported Holbæk in developing applications related to sustainable urban planning, not by writing them directly, but by providing quality control and acting as independent evaluators. Our role has been to review proposals critically, offering constructive feedback and strategic input to elevate the content and ensure that each project reflects high standards of innovation, impact, and implementation plan.
