What is the LIFE Programme?

The LIFE Programme is the EU’s primary funding instrument supporting the transition to a sustainable, climate-neutral Europe. It co-finances projects in four areas: nature and biodiversity, circular economy and quality of life, climate change mitigation and adaptation, and the clean energy transition. It targets pilot and demonstration projects (typically TRL 5–8) that showcase innovative solutions with strong potential for replication and EU-wide impact.

Who can apply?

LIFE is open to public and private entities, including companies, NGOs, research institutions, and public authorities, based in EU Member States or associated countries. Both individual applicants and consortia are eligible. Cross-sector partnerships and involvement of end users are encouraged to enhance real-world impact.

What type of support can a project apply for?

Projects may apply under different LIFE sub-programmes:

  • Standard Action Projects (SAPs) – focus on pilots, demonstrations, or best practices.
  • Strategic Integrated Projects (SIPs) and Strategic Nature Projects (SNAPs) – support regional or national implementation of environmental and climate plans.
  • Other instruments include preparatory projects, capacity building, and technical assistance.

How much funding can a project apply for?

Funding ranges from €1–5 million for SAPs to €10+ million for strategic projects.
Funding rates typically cover 60%–95% of eligible costs, depending on project type and topic. LIFE funding does not require matching by private capital but expects a clear strategy for long-term impact and sustainability beyond the funded period.

What are the evaluation criteria?

Proposals are assessed on: relevance (fit with the LIFE objectives and EU policy priorities), technical coherence (quality and feasibility of the work plan, including risk management), impact (environmental or climate benefits, replicability, and cost-effectiveness), quality of consortium (experience, role clarity, and capacity to deliver) and EU added value (contribution to European policies, potential for upscaling, and transferability).

How does the application process work?

LIFE uses a single-stage application process for most sub-programmes. Strategic projects may require a two-stageprocess (Concept Note + Full Proposal). Applications must be submitted via the EU Funding & Tenders Portal. Evaluation takes about 5–6 months, followed by the grant agreement preparation phase.

Can a project be resubmitted if unsuccessful?

Yes. Resubmissions are allowed with improved proposals and clearer alignment to LIFE’s objectives.
