What is the Fonden for Retfærdig Omstilling?

The Just Transition Fund (Fonden for Retfærdig Omstilling, FRO) is Denmark’s national investment program supporting a fair and regionally balanced transition to a climate-neutral economy. It is co-financed by the European Union and managed by the Danish Business Authority (Erhvervsstyrelsen).

From 2021 to 2027, FRO is investing DKK 636 million in activities that promote green industrial development and support regions most affected by the green transition—particularly Northern and Southern Jutland.

The fund plays a key role in accelerating technologies like carbon capture and storage (CCS), hydrogen and Power-to-X, pyrolysis, and other circular and bio-based solutions, while also strengthening SMEs and local innovation.

Who can apply?

FRO is open to companies, clusters, municipalities, and knowledge institutions based in Denmark—especially in North and South Jutland. Projects should contribute to green transition goals and show a clear connection to job creation, regional development, or CO₂ reduction.

Applicants should ideally be working with green technologies at or near commercialization, typically in Technology Readiness Levels (TRL) 5–9. Strong industrial relevance and collaboration with local stakeholders are encouraged.

What kind of projects are supported?

FRO supports projects that:

  • Develop or demonstrate CO₂ capture, storage, and hydrogen-related technologies
  • Advance pyrolysis and other bio-refining methods
  • Promote green and circular technologies in SMEs
  • Strengthen regional innovation ecosystems through local green industrial hubs

Projects must help reduce transition-related disparities and ensure that affected regions are not left behind as Denmark moves toward carbon neutrality.

How much funding is available?

Grants typically cover 50–80% of eligible project costs, depending on the type and size of the project and the applicant. There is no fixed minimum or maximum amount—funding depends on the call and available budget.

What is the application process like?

Applications to FRO are relatively short but technically demanding. Calls are published throughout the year, each with its own focus, budget, and timeline. Proposals are reviewed by a dedicated advisory committee with expertise in climate and energy technologies.

Deadlines vary by call. Interested applicants are encouraged to monitor the program website for updates or contact relevant regional business actors for guidance.
